The Bill (Reg.№4676), suggested by the Cabinet of Ministers, was introduced by the Minister on Housing-Communal Services, Oleksiy Kucherenko. He declared that the Bill envisages the legal, social-economic and organizational directions of the state housing policy in the sphere of realization of the constitutional right of the citizen on housing.
He emphasized on the necessity of the systemic social-economic and legal approaches concerning regulation of the complex housing relations aiming at the formation of the balance of different interest in society. The bill suggests implementation of the state social standards (norms), state social guarantees of the housing provision of the citizens in social housing fund and local guarantees in facilitation in housing acquiring.
The reporter announced that the bill is aimed at the attracting of the houses owners to chose the most effective and competitive ways of housing fund management.
The members of the Committee deem that the adoption of Bill would facilitate "stability and housing policy being public and would lead to the implementation of the stages in the solution of the housing problem"
